As others have said, this is a spoof.

The reason the majority of clips show two presenters is that the producers used a split screen technique so that you only see a presenter when they are not speaking. Note at the intro how Simon looks at Joanna when he says “a summary of the news now.” The side of the screen with Joanna on was recorded when Simon was speaking. The London Tonight clip shows James Landale, not Paul Larson.
